Park Cities sits inside a few square miles between the Dallas North Tollway and U.S. 75. Highland Park and University Park together make up one of the densest concentrations of high-value residential property in Texas. The homes are older on average than most of DFW, the lots are tighter, and the city permitting process has its own rhythm.
I have built pools in this area, and the work is different from what I do in Southlake or Frisco. Not harder, necessarily, but different in ways that matter if you are starting to plan a project.
The lots are smaller than most people expect
A typical Park Cities lot runs 50 to 75 feet wide and 140 to 170 feet deep. Compare that to Westlake, where half-acre and full-acre lots are common. In Park Cities, every foot counts. The pool shape, the equipment pad location, the setback from the property line: all of it has to be worked out before I draw a single line.
Mature trees add another layer. Live oaks and pecans that have been there for 60 or 70 years are not coming out for a pool. I design around them. That usually means a geometric layout rather than a freeform shape, because clean lines let me tuck the pool closer to the house and leave the root zones alone.
Access and equipment staging
Most Park Cities homes are built close to the lot lines. The typical side yard is four to six feet wide, and some are narrower. Getting excavation equipment into the backyard means going through the alley in many cases, and even then, the path is tight.
I walk every job site before quoting for exactly this reason. On a half-acre lot in Flower Mound, staging is straightforward. In Park Cities, I need to know the exact alley width, whether the neighbor’s fence jogs, and where the gas meter sits. One miscalculation and the bobcat does not fit.
Soil conditions near Turtle Creek
Park Cities soil is not uniform. Closer to Turtle Creek, you hit Austin Chalk: a layer of fractite limestone that sits anywhere from three to eight feet below grade. Farther east toward Hillcrest, the clay is more typical of what I see across DFW, meaning expansive and reactive to moisture changes.
Both conditions are manageable, but they call for different approaches. Limestone means slower excavation and sometimes rock sawing. Expansive clay means engineering the shell and the beam to handle seasonal movement. I factor the soil report into the structural design before pricing, because surprises in the ground are the number-one reason pool projects go over budget.
Permitting in Highland Park and University Park
Highland Park has its own building department, separate from Dallas. University Park does too. Neither one moves as fast as Tarrant County jurisdictions, and the plan review is more detailed. Expect four to six weeks for permit approval on a standard residential pool, longer if the project includes a pavilion or outdoor kitchen that triggers additional structural review.
There are also architectural review committees in several Park Cities neighborhoods. Armstrong Parkway, Beverly Drive, and parts of Lakeside Drive all have overlay requirements that govern materials, fence heights, and sometimes even the color of the pool coping. I handle the submittals, but homeowners should know this step exists before setting a start date.
Design direction that fits the neighborhood
Park Cities architecture runs from 1920s Tudor and Colonial Revival to contemporary tear-down rebuilds. The pool should match. A freeform lagoon-style pool behind a Georgian brick home on Bordeaux Avenue would look out of place. A rectangular pool with a flush spa and clean travertine decking would not.
Most of the pools I build in Park Cities lean toward geometric shapes with refined materials: natural stone coping, glass tile on the waterline, and simple water features like sheer descents or scuppers rather than rock grottos. The goal is a pool that looks like it was always part of the property.
Features that work well on Park Cities lots
- Tanning ledges. A sun shelf in the first six inches of water gives you a usable feature without eating into the swimming area. On a compact lot, that trade-off matters.
- Raised spas with spillover walls. A raised spa creates a visual anchor and doubles as a water feature. On a tight lot, it replaces a standalone fountain or fire bowl that would take up deck space.
- Automated covers. Park Cities lots do not have much room for a separate pool house or storage. An automatic cover tucks under the coping and handles safety, heating retention, and debris in one system.
- LED perimeter lighting. Color-changing LEDs around the pool edge and inside the spa let you adjust the mood without adding landscape fixtures to a small yard.
Architectural Steel — In-House Engineering for Tight Lots
Park Cities lots are smaller than most of DFW, and the setback requirements in Highland Park and University Park are strict. That combination means every structural element has to earn its footprint. A modern architectural canopy that provides shade without crowding the pool deck, or a cantilevered roof structure that clears the property line by inches — those designs only work when the steel is engineered to the exact dimensions of the site.
I design, engineer, and fabricate all structural steel in-house. Nothing is subcontracted. For Park Cities projects, where crane access is limited and neighboring properties are close, the fabrication tolerances have to be precise enough to install without field modifications. That level of control is only possible when the same team that designs the pool also builds the steel.

What a custom pool costs in Park Cities
A gunite pool in Park Cities typically starts in the low six figures and can run well past $250,000 depending on size, finish materials, and whether the project includes outdoor living elements like a kitchen or pavilion. The cost per square foot of pool surface tends to run higher here than in suburban DFW for three reasons: tighter access increases labor time, soil conditions sometimes require rock removal, and the finish expectations are higher.
I price every project individually. A 400-square-foot pool with a tanning ledge and a simple raised spa is a different job from a 600-square-foot pool with a negative edge, an outdoor kitchen, and a fire feature wall. Ballpark ranges are useful for budgeting, but the real number comes from a site visit and a conversation about what you actually want to build.
The build process from first meeting to swim day
- Site visit and design consultation. I walk the lot, look at access, note the trees and structures, and talk through what you have in mind. This meeting usually runs 60 to 90 minutes.
- Design and engineering. I produce a 3D rendering and a structural plan based on the soil report. Revisions happen here, not in the ground.
- Permitting. I submit to Highland Park or University Park building departments and handle any HOA or architectural committee submittals.
- Excavation and steel. The dig takes one to three days depending on access and soil. Steel goes in immediately after.
- Plumbing, electrical, and shell. Gunite is shot, tile is set, coping is installed. I am on site for every pour.
- Decking, equipment, and finish. Plaster or pebble finish goes in last. Equipment is set, the system is balanced, and I walk you through operation before handing over the keys.
Start to finish, a Park Cities pool typically takes 10 to 14 weeks from permit approval. Projects with pavilions or outdoor kitchens can run 16 to 20 weeks.
